A soft measuring tape (like for sewing) — or
A string + ruler as an alternative

Steps:

Wrap the tape around your head about ½ inch above your eyebrows and just above your ears — this is where the hat will naturally sit.
Make sure the tape is snug but not tight. You should be able to slide a finger underneath.
